DCMS launches consultation on proposed changes to Gambling Commission Fees from October 2026

The consultation closes on the 29th March 2026

Yesterday, DCMS launched its consultation on proposed changes to Gambling Commission fees to reflect the Regulator’s increased operational costs, including its increased work disrupting the illegal gambling market, increased costs implementing reforms following the Gambling Act review White Paper, cost developing its data collection and assessment capabilities and costs associated with inflationary pressures.  

The Key proposals include:

  1. Increases to Operating Licence Annual Fees
    • Option 1: 30%
    • Option 2: 20%
    • Option 3: 20% + 10% ringfenced for tackling illegal markets and protecting licensed operators’ revenue from criminal activity (overall 30% headline fee increase).
  2. Operating Licence application fees and first annual fees will be increased in line with the preferred option following the consultation.
  3. Personal Licence, operating licence variation and change of corporate control fees to be increased by 20% or 30%, as above.

Proposals also seek to provide standardisation of fee bandwidths for each licence type and category

DCMS currently intends to implement any changes by way of secondary legislation/Regulations, with amendments to fee levels taking effect from the 1st October 2026.

Richard is a member of the gambling (betting, gaming and lottery) team and advises clients on various aspects of licensing law including operating, personal and premises licences. Richard has assisted in the development of bespoke compliance regimes for operators under the Gambling Act 2005 and has prepared cases for review proceedings, hearings determined by the Gambling Commission Regulatory Panel and appeal proceedings at the First-tier Tribunal (Gambling) of the General Regulatory Chamber.

Richard has assisted clients with complex due diligence matters relating to substantial acquisition projects including drafting licensing clauses for both SPA and asset purchase agreements and leases. He holds a Specialist Certificate in Money Laundering in Betting and Gaming from the International Compliance Association (ICA). This enables him to assist with the preparation and review of anti-money laundering policies and procedures, as well as business risk assessments in compliance with the Gambling Commission’s Licence Conditions and Codes of Practice.

Richard acts for a range of leisure operators from single premise owners to multinational corporations that provide land-based and online gambling services. Richard provides assistance to clients including casinos, bookmakers, society lotteries, bingo operators, family entertainment centre and adult gaming centre arcades, clubs, gaming machine manufacturers and suppliers and gambling software developers.

Richard also advises commercial and non-commercial clubs under both licensing and gambling regimes.
