“The Scottish Government has issued a document to guide and assist Personal Licence Holders whose Personal Licences were issued on or before 1st September 2009. Personal Licences issued up to this date are due to expire on 1st September 2019.
The document outlines the following key dates:-
The Government’s advice highlights that in addition to renewing a Personal Licence every 10 years, Personal Licence Holders are also required to undergo refresher training every 5 years.
The document suggests that refresher training and renewal applications should be dealt with at the same time and recommends that Licence Holders book a refresher training course as soon as possible due to the likelihood of high demand.
Licence Holders are reminded that training bodies need some time to produce training certificates and renewals can not be completed without the refresher training certificates.
If a Licence Holder fails to refresh their training or submit their renewal application in time, then their Personal Licence will expire and they will be required to submit a new licence application, which can take several weeks or months to process.
If a Designated Premises Manager’s Personal Licence expires, notice must be given to the relevant Licensing Board by the Premises Licence Holder within 7 days of the Personal Licence ceasing to have effect. This activates a 6 week window within which alcohol can still be sold to allow time for another person with a valid Personal Licence to be named as a Designated Premises Manager.

The form required to renew a Personal Licence is the standard personal licence application form which should be available from your Licensing Board’s website.
The Scottish Government is currently consulting on a fee for lodging personal licence renewal applications and this is likely to be set at £50.00.
