On Tuesday 20 June, solicitor Andy Grimsey delivered a webinar aimed at licensing committee members and is relevant to both existing members, as a refreher, and to new officers, and indeed lawyers have also attended and found it beneficial.
The training covered the Licensing Act 2003, summarising its main parts, including premises licences, licensing objectives, other parties and the procedure for hearings.
The final part of thee training concentrated on committee conduct, evidence, and good practice in hearings, decision making, and case studies.
Andy Grimsey is a nationally recognised licensing solicitor with 20 years of experience.
He advises a wide range of clients ranging from one-off independent premises and festivals through to national chains of pubs, bars, race courses and clubs. He has particular experience in major outdoor events; and recently helped the Birmingham Commonwealth Games obtain several Premises Licenses and assisted iconic music venue, the Milton Keynes Bowl, on obtaining a new 69,000 capacity premises licence.
He has appeared in licensing hearings at over 100 different licensing authorities across England and Wales, dealing with difficult applications in cumulative impact areas, reviews and summary reviews involving the most serious violent and sexual offences and complex, multi-faceted festival applications.
Andy wrote the chapter on Premises Licences in Phillip Kolvin KC’s Licensed Premises: Law, Practice and Policy (Second Edition) and co-wrote the Live Music Act 2012.
He has been quoted in national media including Sky News, the Daily Mirror and Radio 4. He also appeared as an expert legal witness to the House of Lords Select Committee on the Licensing Act in 2017.
