Licensing Authority/Committee Training Courses
Poppleston Allen Consultancy and Training offers licensing training for local authority councillors, officers and consultees. These courses give candidates the opportunity to increase their awareness of the changes and new responsibilities under licensing reform.
An All Day Conference for Local Authorities
Now that the Licensing Act 2003, effective from 24th November last year, has brought about major reforms to licensing law and procedure, and a new regime for licensing the supply of alcohol, regulated entertainment and late night refreshment, the focus of attention has switched to enforcing the law, tackling binge drinkers, illegal sales to young persons, and disturbance in and around licensed premises. The programme will pay particular attention to the Review provisions which are likely to be used to address problems of badly managed premises, disturbance in and around premises and breaches of licensing law.The course will also cover in detail the provisions in the Act relating to Closure Orders, and any Revisions to the Guidance for police forces issued under section 182 which are due to be announced in March this year.
The course will include advice on making Representations, and the main procedural issues when appearing at Hearings of the licensing authority.
With hundreds of appeals against decisions of local authorities now filed before Magistrates' Courts' across England and Wales, delegates will be provided with comprehensive guidance on Appeals provisions in the Act, and to the latest advice from the Justices' Clerks' Society.
The programme will include an outline of the main offence provisions relating to children and unauthorised licensable activities, and some case studies. There will be a plenary session during which questions on any aspect of the Act will be taken. Any developments in case law will be reported.

BII National Certificate for Licensing Practitioners (NCLP)
Poppleston Allen Training and Consultancy are one of the few training organisations to have been approved to offer the new BII course for Licensing Practitioners.
The qualification has been developed in partnership with LACORS, the Institute of Licensing and the Society for Licensing Practitioners.
Courses will be held in Nottingham on the 8th September 2005 and London on the 9th September 2005. Alternatively, the Certificate can be delivered at a client's premises. Please contact David Elphick on 0115 9487400 for further details or email to d.elphick@pactltd.co.uk
The National Certificate for Licensing Practitioners has been developed for those directly involved in managing licensing activities within an organisation, the police and all officers involved with the licensing functions of their local authority. It gives participants a thorough introduction to the Licensing Act 2003. Uniquely, this one day training course will provide delegates with a qualification, which is on the national framework. The course covers topics such as licensable activities, types of licence, hearings and enforcement.
The course fee of £200 + vat includes the BII exam fee, handbook, tuition, certificate costs and lunch.
