The Government has just published a belated amendment to the Crime & Security Bill which is currently going through Parliament. It follows the Prime Minsters announcement in September that where disorder or public nuisance occurred, which couldn't be identified to particular individual premises, Local Authorities should be able to limit late opening across an entire area. In those circumstances local authorities will be able to impose a ban on the sale of alcohol between 3am and 6am from pubs, bars, clubs, supermarkets and convenience stores. It could be imposed on particular days of the week or throughout the week. There will be an opportunity for premises to make representations and Council's will need to show that the restriction is necessary to promote the licensing objectives. These will specifically be the prevention of crime and disorder or public nuisance or promotion of public safety.

I will keep you in the picture with the progress of the Bill. Most significantly there has been no time to consult prior to the amendment going before Parliament but a full 12 week consultation will take place on the regulations.
